Crank but no start 97 4Runner

I have a 1997 4runner limited and I'm having trouble figuring out why it wont start,
I've fixed and replaced the Timing,Timing belt, Tensioner, Harmonic balance, All belts, Camshaft position sensor, Spark plugs and Wires, Topped it off with fluids but yet it wont start.
When I bought it I was initially told that the timing was off and I fixed it, yet with all the fixes I've done it still has the check engine light and I've even hooked up a OBD scanner but it wont give me any codes. she cranks and strong too but she just wont turn on. I don't know what else to do to it. help!

please explain more on: type of motor, what happens when it wont start, do you have spark and have you tried starting fluid?

You have a check engine light, and no OBD? You have properly screwed electrical somewhere. Start with a good long disconnect of the battery positive.

Untill you can get that obd2 running, any other problems and symptoms are moot.

Its a 5VZ-FE engine and I have tried starting fluid, the fuel lines are not clogged either I've checked.

Ignition switch in the run position??

yes the ignition is in the on position and it does its test and then shows that it has no codes for it.
UPDATE- my dad suggested checking the timing again. so I aligned all the marks to the crank and camshafts, he told me to remove the spark plugs and to stick a long screwdriver down the holes to check where the valves sat. turns out instead of the 1st one being the up position like its suppose to be, its the 3rd one. I even gave it a couple rotations to check if It was in mid cycle but every time it lined up the cycle would end and start with #3
I guess when it went out of timing with the prior owner it really went out of whack and screwed up the cycle. If it wasn't for that, when I did the timing the first time it should've been fine.
I'm gonna have to reset the camshaft.

Did the Crank pulley move so the mark on the crank is no longer in the correct place ??

Meaning it is impossible to set the cam timing ??
