What are your goals for the lift? Your question cannot be reasonably answered without more information from you.

my goal is to put a 3 to 5 inch suspension lift but i'm not sure who makes the best kit for normal street driving to moderate wheeling.I don't really need a rock crawler but if i'm way out in the woods i wanna be able to make it home.I also plan on running 35's and changing my gears to 488's with lockers front and rear..

Depending on how big you go you will probably want to do a hi steer kit of some sorts. It will really improve both on and off road performance. Suspension is less important than gears and lockers and armor as far as performance off road goes.

ya i'm gonna put a hi steer set up on it also but what i'm wondering is which suspension lift i should go with?i've been looking at the trail gear lift's but they wanna charge you a grand or more for just the front or the rear and then the high jacker is a grand for both?which is the better way to go..

There is also OME and then you can go alcan or several other custom sprig makers. If you looking for a good suspension with flex and good road manners then that's going to cost you some bucks. If your just looking for a cheap spring lift the you can go something like rancho or another generic spring. They don't flex much but if you break them in over time they do get softer. For that matter you could just do the rear springs up front and Chevys in the rear. Anything custom is going to require a bit of fab work. Moving spring mounts. Adding the ifs steering box for the hi steer.
I you are going to go 4" or more then your probably going to need to lengthen your driveshafts. 4" is right on the cusp for the driveshaft length. On my last 85 I had a squatted down 4" rancho lift and was ok with my driveshafts front and rear but they were close to maxed out. If I was going to wheel it over time I would have had the shaft lengthened. I would hate to be out on a trail have pull the splines apart in the woods. Then have to drop the driveshafts and respline them.

T-G charges that much because it is a functional kit.
Are you gonna need 4x4 during the winter? If so go selectable (ARB air locker or E locker etc) up front because a locked front brings the suck
On the road as it likes to pull straight even with the wheels turned.
5.29's with 35's, 4.88's with 33's.
You will need to upgrade to bigger brakes if you are gonna run 33-35+. Stock brakes were designed to stop a 28" tire.
so what is your budget?
