80 CA pickup stalls on deceleraion

Hello, this is my first post here. I bought 1980 Toyota pickup which have not run for 2 years. The fuel pump was defunct, I replaced it and had all vacuum lines connected in accord with diagram on the hood. It is CA version. One hell of the carburetor I must say

Now, I have to have it smogged and I have two issues.

First if I adjust idle to 900 rpm it goes in waves - rpm rises up then drops then rises up again.

Second, when driving it stalls upon deceleration - I have to heel-and-toe it all the time..

any advice on this ? also, any advice on good shops in Sacramento area capable to smog carb yotas would be appreciated... I understand that I have to keep the stock carb to pass CA smog ?

PS I do not see much change when I mess with a mixture screw, so I set it up to default 1 and 1/2 turns out.

You have to get a 1980 pickup smogged!? I would consider moving to another state and buying a new carb haha...just jokin. I would check your vacuum lines again and just make sure you didn't miss anything. It sounds like you might have a vacuum leak somewhere.
