3zve distributor wiring issue

Doe anyone know if the green wire coming from the distributor plug should have continuity with the (i dont know what its called) woven like wire that surrounds all four wires that you can see if you cut open the gray insulation cover? I have continuity form this green wire to that exterior like shielding wire, it looks like a fishnet weave or one of those chines finger cuff toys. Sorry for the bad explanation but i dont know what’s called.
should there continuity from the green wire and the other one, looks to me like they should not?

First I pulled the No. 1 spark plug, grounded it out of doors of the cylinder, became the engine over and occasional & behold- NO SPARK! I reinserted the spark plug and moved further again the line to the distributor. When turning the engine over, I simplest have 12V going into the distributor cap (no longer almost enough). So i go lower back similarly to the ignition coil itself. Same story, only 12 volts after I turn the important thing on and try to start it. I tested this in a buddies equal 3VZE and his coil puts out like a hundred and ten volts in spurts, like mine ought to be doing. SO GET THIS! I buy a brand new coil from Napa Auto Parts, put it in and it fires proper up, BUT THEN- after letting it idle for about three mins I blip the throttle once more, it dies.....And wont start once more. All fuses beneath the hood and the sprint are intact. Am I shorting something? How da ˟˟˟ is the throttle and the ignition coil linked? This ˟˟˟˟ cray....
