If its clicking, its not the NSS. Whats happening when its clicking is that the solenoid is letting power into the starter, just for some reason its not turning. Maybe you got a bad starter? Check connections well. Sometimes my starter on my 1982 will just click, and if i hit it with a hammer, it will work again. Hope this Helps

Oh and PS if you didn't change the solenoid with the starter, I would bet money its your problem.

Put a bar and socket on the crankshaft and see if the motor will turn freely.
If OK, perhaps another bad starter. Rebuilt starters have a bad reputation for not working. But, make sure that little brown connector to the solenoid clicks in place when installed. Automatic Transmission has two neutral safety switches, second at the lever for transfer case, drivers side. If 5 speed, safety switch is at top of clutch pedal. Pull them and hook them together for a temporary test. Have some one listen to the starter and see if its clicking or if the relay near the glove box is clicking? Need good ground and power connections. Make sure ground cable from battery is connected to block and there is a ground wire from rear of motor to firewall. Battery any good?

Good luck.

If the above works, try a volt meter on the starter solenoid terminal and measure the voltage when it clicks:
