Slow response from the engine or the transmission?

How long does it have to warm up to act normal?

Do you have an auto tranny?

Does it coincide with the coolant gauge getting up to normal temp?

In neutral, will it rev. normally?.....or is it also hindered?

When is the last time you had tune up?

Checked the timing and idle speed?

Got the right weight oil in the engine?

Cleaned out throttle body?

Air filter, fuel filter?

Coolant level all the way up?

These are not the fastest things around even when they are warmed up.....lol
I wonder if this is not just normal......my 22RE does the same thing just doesn't take that long to warm up usually.

Ever replaced the thermostat?

Could not hurt......well maybe the wallet.

I would go through everything and start new if you can afford it. Fluids, sparks cap rotor wires, air and fuel filter. etc.
