Where is the T and E terminal for timing and computer check?

Where is the T and E terminal for timing and computer check?
I'm having the darnest finding the T and E terminal one is to short for either timing or to check the computer codes. I thought it was on the drivers side wheel well, yellow and next to a couple other yellow plugs. However when I short it out, no 'check engine' light shows up. Not even a steady light.
Where is the bugger?

Right behind the AFM, right? You're looking there?
If that's it, and you get no CEL, either you're not getting good contact or diagnostic system is screwey.
Do you get a steady CEL with the key on ignition?

NO! I just checked there is no steady CEL light. I rebuild my engine and yesterday I accidentaly shorted the impact wrench on the battery to the engine block. I hope that didn't fry anything something. I just checked all the fuses and they look good.
Any suggestions?

T and E terminals are located in a little gray box (1"x2") right by the fuse box on above the passenger side wheel in the engine bay. I think it says "diagnostics" on it, although i may have made that up in my mind. This is on a 1990 22RE 4runner.
