Years ago I ran some 100 W halogen lights in a Honda Accord and ran into some trouble with the law in one California town. It seems they were illegal in the state of Ca. (I was visiting from Colorado at the time) The cop only saw the low-beams too, if he'd seen the high-beams he really would have been pissed.
