What is that "dampner" on the throttle?

What is that "dampner" on the throttle?

I've got an 89 4x4 xt cab truck with 22re. I got a valve job and put the motor back together. Now it won't throttle down below 1500rpm - I fiddled with the timing. What makes it go down is when I push on the throttle and make that dampner go back to the bottom. Does the truck need that little dampner/shock looking thing?

The boot on it is cracked. I sprayed some wd40 on it, but that made it worse.

you talking about the rubber intake "hose"?

That is the dashpot. It slows the throttle closing to prevent backfiring when changing gears. If the boot is cracked, remove it. I lube mine with silicone spray once a year or so (my boot is long gone):

ALso, when you get the dashpot adjusted, you can adjust the idle with idle air adjustment screw.
