weird idle help please!!!

hello guys im new here been lurking around the site but this is my first post.i have an 88 4runner with the 3.0 and when ever i push in the brake pedal my idle goes from about 1500rpm then drops to 800rpm then goes back up and it keeps rising and then droping. also when i let it sit and idle it idles around 1600rpm. then sometimes it's fine and idles like it's supposed to. i cant figure out what is causing it.

If it's sticking at about 1600 then take a look at the dash pot and be sure it isn't clogged. Then adjust the idle down to factory specs.

Searching also helps as this has been covered hundreds of times.
