Vacuum Line Question

Vacuum Line Question
I'm not sure what this vacuum attachment is (see pic and insert in pic) but it has 3 connections. The top middle connection has a plug in it and when I first looked at it the far hose was attached to the end of the plug on the middle connector and the far connector had no hose on it. I guessed that the hose needed to come off the end of the plug and go on the connector as that seemed to make sense but I'm trying to make sure and the connector with no hose definitely didn't seem right. It's a 94 22re w auto, air and cruise. Thanks!

I have a 1987 with a 22RE and mine has two caps and the hose goes to the VSV.
Sorry, it doesn't show the VSV.
This old photo shows it. Its the greenish VSV, towards the rear of the engine.

The short device with 3 ports is the "gas filter." It supplies manifold vacuum to components that need it, like the PAIR valve (through the VSV), cruise control, ADD, A/C Idle-up, and Fuel pressure idle-up. http://personal.utulsa.edu/~nathan-b...14layoutan.pdf All three ports are the same.
