Hmm i have the same issue, but mine's after its been running for a while. I thought it was because my efan has about killed my alt so when i press the brake pedal, or use turn signals, the rpms flucuate. I thought because i have led's that something in my electrical system doesnt agree with that. Im interested to see if anyone has any insight in this.

Warm-up idle speed is determined by the temperature of the coolant. If its low, the sensor cant get an accurate reading, so it jumps around. Even once its warm, if it cant get an accurate reading, the ECU stays in open loop.
What is the idle rpm when its warmed-up? What rpms does it jump around to?
It also sounds like your timing and idle RPM are incorrectly set. On all 3 of my 22res, and various other 22res and 3vzes I have worked on, when the idle was set to 1001-1150 rpm, and you pressed on the brake, it would surge down and up. It was fixed by setting the timing and idle speed below 1000 rpm.

okl well in my case, my warm idle is around 1050-1100, because i advanced the timing. However, when it does that jumoing around, it idles at around 500, which is why i thought it was something electrical.

Mine does it when im stopped, on the brakes or with the turn signals on. But only after its warmed up, and the normal idle is around 1000(needs to go down) buttt however when i have this issue, the idle is around 500.
