Trouble code troubles

this is my first try at reading trouble codes on vehicles pre OBDII ports. I read the website http://www.troublecodes.net/Toyota/ jumpered Te1 and E1 and i just get a constant flashing CEL. I counted it up to 100 and it was still going for another 20 seconds (till i shut it off), about half a second between each flash. Does this count as code 1? or am i doing something wrong?

continuous flashing means no codes stored a.k.a. "everything is fine"
