Lightbulb timing and power on 22re

I have a 90 dlx with the 22re and a 5 speed. just put a new motor in about 2 months ago. 4 inch lift and 33x13inch baja claws. Well to start i tried to set the timing with the jumper and i know i put it in the correct ports and set it at 5* but when it is given gas the computer still advances it. It does not sputter while on the gas. But if i jut try to match the throttle with the RPM it sputters like crazy. Also it seems really under powered. only got 33's with stock 4.10's and it drags bad i never use 5th just lose speed. has a hard time getting to 55-65. The power ban feels like itis around 2850 rpms and up. Also i had a bad short in my lights and nothing would work after off roading one day. So we ran ne wire to the tail lights and to the light control on the colom. But now if i'm just crusing and turn the lights on it jerks bad also happens with the fan for the heater\ac. Do i need new wires from the battery to alt\starter? It has newer batt. wires plugs and every thing else. Also when i put the new motor in the truck the old owner cut the o2 censor at the exhaust and have no idea where to run new wires to, it smells like it is running rich. So i do have lots of problems but could any one help me out with some of the questions. Also i don't want a parts list for performance. just try to do what i can with what i got.

umm 33s with 4:10s gears thats part of the problem and the cut o2 sensor will cause it to run like crap

maybe try a new ECU and wiring harness(es) on Ebay. my 02 sensor is unplugged but it runs great and is driven 120 miles+ every single day

The running rich is probally due to the 02 sensor cut, get it fixed.

The lack of power is a 4cyl on 33's and 4.10's. I have 4.88's and a large lack of power. We only make 117hp, not a whole lot.

And are your Baja's bias ply, there is another huge reason. My 35 radials turn easier than my 33 Bias did.
