stuck bumper bolts

Finally I am getting around to installing a hitch on my 2wd '94 pickup. The one problem is that the bumper bracket mounts are 1/2" less wide than the hitch they are meant to fit around. The instructions for the hitch mention the possibility of needing 1/4" block washers here to space the brackets around the hitch. The one hang up I am having is how to loosen the bolts in this concavity without sufficient space for an electric impact. Are there any recommended techniques to use here?

Soak with PB Blaster. Use a 2 ft breaker bar with socket extension and appropriate size socket. I like to use my impact HD sockets to break lose stuck bolts. My 2 ft breaker bar is from harbor freight. No issues.

Last one I did I was able to get a 1/2 Milwaukee on to it with a wobbly socket
