If you have 12v to ground on B+, and continuity from Fp to the pump, when you connect B+ to Fp that HAS to put 12v to ground on the fuel pump. You've checked the other lead of the pump to ground and it's connected, and you've verified that the pump works when supplied with 12v directly.

Something isn't right. The pump should be running, no matter what the EFI relay is doing. (If you have 12v to ground at B+, the EFI relay is closing.) So stop swapping junk parts in and out; figure out what's wrong with your diagnosis.

It's clear it should run. that's why I'm asking questions
I know the tank (and 'junk' relay) came out of a junk yard... so did the truck! but like I clearly said at the start this is my first trip down EFI lane and it's POSSIBLE for all I know there is a resistance difference in the to pieces... I'm not throwing spare parts at it just because, I was told by the PO who did all the research for local parts before I even looked at the truck, to be sure and get that when I got the tank. So not checking it seemed kinda stoopid to me

On the other hand I do not hear any relay's clicking when I turn the IGN to ON... Nor does the Check Engine light come on which I believe it should... The search continues.

In the end the prerequisite was the master relay's presence is required.
Once I went through all the assorted parts of the ASM that mention or show locations of relay's and components and finally took a photo of the drivers side fuse panel so I could zoom in and read what it said I could see what was missing.
Quick trip to the FLAPS and it fired right up after letting the Fp-B+ run a few minutes.
Had to pull the thermostat house off to hook up the little h2o hose that runs around and under it which was off, but other than that it sounds... like it needs a muffler.

Well now you know more about the electrical system than many experts.

I got a laugh out of it too!
I thought I stated it was the EFI relay on the drivers side fuse panel for those who may come looking in the future...
I know it Master(ed) my problem though.
