Still no start..?

I assumed you verified and correcting timing chain timing marks.

The Camshaft sprocket in your video is dead on.

Does the Rotor button point to #1 cyldiner on the distributor cap exactly..?

If not reposition distributor drive gear until it does so.

sorry about the video idk why it uploaded upside down. it starts but where i have the distributor now it had to be fully advanced to start (with gas pedal being pushed) and the timing light shows it at like 15 degrees btdc. if i pull the distributor and rotate the rotor either clockwise or ccw it wont start with the housing fully advanced or retarded

Engine at TDC #1 cyldiner. Distributor rotor button should be pointing at #1 cylinder on the distributor cap.

Is the crank shaft at TDC along with the camshaft...?

Crankshaft at TDC #1 cyldiner.

"Notch" on crank pulley/vibration damper pointing at 0*...?

Cam and crank must match TDC together or the engine will not operate properly.

It seems like your distributor is still installed incorrectly to the engine being at true TDC.

Seems like you have the distributor installed at TDC for the camshaft when the crank shaft is not at TDC. (Which I believe would be #1 cyl's exhaust stroke.)

Line them up together and re-install distributor.

So what is your guess, it wont idle since i changed the timing chain and i had to advance the distributor so much that it pings under load

Stopping the video at 0:11 shows the camshaft on #1 cyldiner on the exhaust stroke.

You can see the lobe lifting up the rocker arm opening the exhaust valve.

Very interesting. The way you describe it.. it sounds heavily like the distributor timing.

May not be a timing problem at this point. Seems everything is in order.

You received the truck with it not running correct...?

Possibly restricted exhaust system..?

Compression...?

Vacuum gauge..? (Verify internal engine health.)

Spark plug gap..?

I bought the 4runner running but knowing it needed a timing chain, i just replaced the cap rotor plug wires and plugs with ngk Bpr5ey (assume they are oem so i bought some new ones) the gap is what ever those plugs come with stock.

I dont know the compression since i dont have a compression tester vacuum gauge or air compressor
