Smaller Pipe From Exaust?

Smaller Pipe From Exaust?
So I know this is for my 85 but I figured I'd get more help in 86-95.
I'm putting in a new engine but it was a 22r insted of an RE so I've swapped over pretty much all the stuff from the 22re. My one problem is the exaust manifold nust are stripped and rusted on pretty good so I can't get it off. The only thing I'm wondering about is the smaller pipes coming out of the manifold that are not on the 22re. the pipes i'm talking about are pictured below.
What I'm wondering is if it's okay for me to fab up a metal plate to cover up the end of the pipes to seal it off and run it like they're not there? the end is pictured below.

It's part of the PAIR (pulse air injection-reaction) system. If you block it off you'll also have to block, or remove completely, the reed valve and resonance chamber below the manifold and block the pipe from the air flow meter.
I'd soak the crap out of the bolts and get them off the exhaust one way or another- it'll save you a headache later trying to get it to pass an emissions test (if you have to have one).

Well I went ahead and blocked it off. All the other stuff related to the PAIR or whatever it is is no longer on the engine. There's no emissions or anything so I don't have to worry about that at all.
