Setting Timing Issue

Setting Timing Issue
So I have read all the stickys...and the FSM..and searched and read multiple threads none express the problem I am having.
1995 3VZE 120k 4x4 auto
- Bought the truck, was running on 4 cylinders.
- discovered improper valve lash
- adjusted all valves to correct clearances.
- eliminated egr
- inspected all vac lines.
- new upgrade plugs, wires, cap and rotor
-when I go to set the timing I jump TE and E, CEL flashes, as there are no codes, however the motor timing never changes. problem thou is that when I hook my timing light up to #1. The timing mark slowly rotates counter clockwise around and around. never locks in position.
I have set the timing by ear and it runs great.
My question is why does it not lock/set in place to record an accurate reading?
I have ohm'ed the follow:
TPS, Distributer, Ign, AFM, TPS-ECM and all are within spec.
Any ideas?

I doubt it is a problem with your truck. Occasionally people have a harmonic balancer with a failed rubber annular ring, but that should just produce a constant offset. If it was "spinning" on the Harmonic Balancer, you'd know it.
So the only way to get a slowly moving timing mark is if your timing light is auto-firing at a frequency that is slightly different than the rotational speed. I don't know much about timing lights with settable advance (mine runs on kerosene); do you have settable advance? Try setting it to zero. Try gently accelerating the engine to see if you can change the speed of the "rotating" timing mark.

Generic timing light. No setting just plug to battery and to #1 push and hold button. All my other cars I can do with my computer.
I have read about the set key possibly being broke but like you said I'd know it.
I may remove belts and check balancer
