Rough idle on brakes but not when in 4wd

got around to replacing every single vacuum line, still idles high, (2000rpm, now have a tach)
which causes the ecu to cut fuel on brakes, to idle at 1300ish
idle screw is backed all the way..
new upper intake gasket next?
