The circuit for your power windows should look something like this (this is from a '93 EWD):
First, can you hear the motor straining to lift the window? If so, the electrical is probably okay, but you have a mechanical issue.
Next, does the window go down-but-not-up from both switches? The motor reverses just by reversing the polarity. Reverse the leads to the motor (you may need to use jumpers) and see if your down-but-not-up changes to up-but-not-down. Note that movement of the passenger side window requires cooperation of both switches; you'll need your multimeter to track down which one it is if it is a switch issue.
