squeaks could be bushings or tie rod ends (unlubed) or ball joints. hard spots could be low fluid or bad fluid.
i would change the fluid and maybe even put some lucus PS fix in there.

Sounds like you may need to tighten the PS Belt and or relace it , slipping belt would cause squeaks from belt and hard spots as the belt is slipping and pump not turning .
ATF Dexron 2 or better should be in PS Pump , flush - disconnect return line (low pressure) hose and either turn it into a pan or do what I do and just leave return line disconnected with pan under it and put a short line to pan on Gearbox Return nipple , fill your pump just before return line inlet on pump and start her up and move the wheel a bit back and forth , watch you pump oil / ATF so you don't run it dry and flush until you get a good color on the oil coming out of gearbox and then re-connect , re-fill and done , the reason I live the return line dis-connected at gearbox yet still connected at pump is so I can purposely fill pump housing over the level of the return line and flush the old oil out of that line as well .

Hum could be low fluid level , old bad fluid or even wrong fluid , supposed to be ATF -Dexron 2 equivilent or better , tighten or replace that belt first though .

Easy way to "refresh" but not flush PS fluid is to drain the pump with a turkey baster and refill with new fluid a few times (3 for me). I did this and noticed better Pwer steering performance.
