Either bad pump or gear box. Pretty simple system to diagnosis.

Well where is it leaking from? If you have fluid coming out of the cap, it might be as simple as air in the system and it just needs to be bled. Turn the wheel end to end a few times while the front end is off the ground. Fill and repeat until no more air bubbles.

Then go from there.

I had an issue with the o-ring on the reservoir not sealing. Replaced the o- ring and did jack the front end up and take steering to the stops repeatedly. Still no PS.

Then I would get a new pump and see if that is your problem. I have heard of new pumps that don't work.

I hope you still have your toyota pump. Just get a seal kit from the dealer and rebuild it. It is far superior to any part store crap.

Thanks for the input. I do have my old pump, but I got a replacement pump put on yesterday and it's doing the same thing. Yes it does make some noise, the other one did too. Is there a bleeder valve somewhere?? Possible problem with steering gear??
