Someone pointed this out to me on Toyota-4Runner.org:

My pan hard bar is pretty far from being horizontal to the axle.
I don't think I have a lift installed, as my car is level with stock replacement front suspension components.
I measured my two bolts on my pan hard bar. The axle side measured at roughly 15.5" and my frame side at 19.3"

Pic makes it look extreme but it is nowhere near level

Should it be more horizontal?

Horizontal is definitely preferred for road manners, the more angle you have the more your axle moves side to side when you hit a bump. If you don't notice any drivability issues don't worry about it. It is not doing any damage, just causing some "bump steer" or funny rear end wiggle when you hit a pothole (mostly with the left rear).

Hmm. Interesting. I've been tracking down a shake/shimmy in the rear and trying to eliminate all possibilities.

If the panhard bar angles too much it will pull the axle to one side a bit.
