Looks like you or someone replaced the timing chain, cover, etc. It appears maybe it's not torqued enough compared to the adjacent similar bolt.
Yeah, that's what I am thinking. This is a rebuilt 22re, I had my mechanic install it last year (cost: $2,000 including new water pump and alternator brushes), so far I have put 12,000 miles on the engine. It seems to new to have the Front Main Seal go out. There are no other oil leaks, overall the engine is looking pretty clean.
According to the Toyota FSM for 1993 4Runners and P/U, it's 9 ft-lb. Yeah it's light since the oil pump mounts to the timing chain cover which is aluminum but according to the picture, the washer doesn't look compressed like the other bolt. Good luck and hope this is it.
