oil dipstick tube

1988 SR5 pickup, 2WD, 22RE, about 447K miles, engine "rebuilt" about 100K ago

Questions first, then background.
1. Should my oil dipstick tube have a clamp to the engine or nearby bracket? What does it attach to? It's rather crowded in that area.
2. Should there be a seal or gasket between tube and block?
3. What can I use to seal the tube to the block? Sleeve locker? Liquid gasket? Epoxy?
4. Is the loose fit a likely cause of oil loss? (1 cup per 300 miles.)

When I checked my oil very recently, the tube came out with the dipstick. There was no clamp (probably omitted during rebuild).
I reinserted the tube for the ride home, then tapped it back in. It held in place today for a 45 mile round trip to the range.
I think it's not real secure.
I appreciate any advice. Thanks.

I used Toyota’s black FIPG. I figured if it can hold up to the heat at the oil pan it should do ok at the dipstick tube. I don’t recall any bracket bolting it in, but I’ll go check later today.
edit;
Just looked. mine does have a bracket holding it in about 1" from the top.

Yes. The open bolt hole is where part of the power steering bracket mounts. I just so happen to have my old engine on a stand and removed the pump a few days ago

I'm in deep . .

. . but not over my head. There is no clamp! Or grounding wire.
My major observation and question after wrestling some stubborn bolts: the bolts don't seem to be very hard. I easily rounded the corners of several bolt heads when the socket wasn't aligned perfectly. Would Grade 8s be too hard to to screw into the block?

I think all the bolts dealing with the power steering pump and brackets are grade 8.
The ground wire is for the short sub-harness going to the alternator. Maybe it got relocated.

I'm replacing the bolts with rounded edges. Thanks

5-4: I finished the install yesterday afternoon. Lots of wrenching for one little clamp!
I cleaned the surfaces with acetone and applied JB Marine weld. Good to 550 degrees.
