You are correct. The Black with white wire is supposed to be full time 12v and comes from the dome fuse. I'll try the 1 amp tail light bulb load test today and see what happens. The clock is the last device on the dome circut but I'm seeing the voltage drop at the first device (dome light). Can I assume that the problem has to be between the dome fuse and dome (thus the voltage drop there) or could a problem anywhere on the circut cause a voltage drop at all devices on the circut? BTW...I REALLY appreciate your help!

Well, I may or may not be correct, but you and I have different wire coloring. On mine the black with white is to switched ground. (Meaning, when you open the door it gets tied to ground. When the door is open, you should see near to 12v because your voltmeter pulls no current to speak of through the dome light.)

Strictly speaking, you are correct, but measuring 12v circuits is a little tricky because it is low voltage high current. Without a wiring diagram I'm mostly guessing, but I think you're looking for a short, not a high-resistance connection. Like, when the dome light was removed (it's out, isn't it?) the two wires (one to fuse, one to the switch) got left touching. Somewhere.

I had the exact same problem, ended up just being a missing fuse. The fuses are four rows across and three tall. The left row is just spares. Check the center fuse on the right row.

Should be the fuse with the star. I would strongly bet thats your problem, either blown or missing.
