Need timing answer quick

ok so I'm adjusting the head timing on my engine in hopes of fixing it's problem (see my last thread).

on a 22re
my question is on the cam sprocket with the engine at tdc is the dimple in the sprocket supposed to be perfectly aligned with the arrow on the rocker assembley? Or is the dowel/notch?

I think I may have just barely bumped my cam slightly off and it may be causing my problem
