Try to find a FSM (factory Service Manual) - If I recall, there is an extensive trouble shooting guide in that

I checked the truck I'm parting out and the passenger side one isn't bad, but has the typical retract problem. The driver's side the bolt is rusted too badly and the head is about gone. Could grind it off, but plate metal if fairly rusty though and suffers from the same retracting problem as the other side (if pulls fine if you feed it). I've read about people taking them apart and twisting the spring a couple extra times for the stronger pull, and remove the strap and wash it in your washing machine to reduce friction. Same thread mentioned about silicone spray as a lube on the strap.

I'd have to go over the center latches and strap to see what shape it was in, but it came out well for rust wise/bolt quality. This is from an xtra cab, not sure if there is any difference from reg cab ones or not.

The FSM has a section on troubleshooting the cruise control system. There's actually a self diagnostics feature similar to the engine on board diagnostics. It blinks the cruise control light in a certain series based on the problem. Aside from checking the basics like broken wires, cracked/broken vacuum line, or cruise control cable in need of lube, this is your best place to start.
