Need Help Passing DEQ

First I wanted to thank you for help answers..

working on my Daughter's truck (she is stationed in NC) I need to pass DEQ but failed due to high hc's. did some checking and found that the o2 was bad, I bought one on line, replaced it and still get the code 21 even after disconnecting the battery.

Truck is a 1992 3.0 v6, 4x4 with 212k miles.

what or where should I start testing, I can't put a lot of cash into this.

never mind, it appears that I didn't get the plug in all the way, had to use my channel locks to make sure the plug went in far enough, unhooked battery for about 10 mins, took the truck for a quick dirve, came back jumped the pins and no codes...

so now to take it back into DEC to see if that did the trick.
