less power/ stays 2nd gear

Hi guys: I have an 86 22RE. I don't have good power going uphill. It's hanging around 30 where it used to increase to 40's on the same hill. New engine & only driving it a few times so far -
Could this LESS POWER be connected to this other issue below?

The mechanic says when he just did a test drive, the passing gear
isn't working right. He tries to go at 55 & it's staying in 2nd. This
might be connected - instead of automatic shifting at 37.
He said he adjusted the throttle cable according to the 2" thick manual.

Is this a transmission or throttle cable problem????

It was driven locally a few days bone dry of tranny fluid where he found a leak in hose BUT this shift issue was there when he did engine & returned it to me a few weeks before leak I think.

my 94 has a problem with dropping down from drive into 2nd while showing drive, try messing with the shifter, could be a linkage issue.
