installing coil spacers. need help fast

so we are putting in the new spacers to go on top of my downey HD springs. my question is, the rubber piece that the spring fits into on the frame, does it need to be moved down below the spacer or does it stay were it is. i have looked on a couple web sites and it doesnt look like they are using that rubber piece at all. looks like the spacer is sitting on the frame and the spring is hitting the spacer. no rubber piece at all

Probably can be either place, I think that is basically for noise reduction.
