I'm having a timing issue

Okay, so I believe that the problem I'm having with my 22rE not starting has to do with timing... Before put my cylinder head back on, should I have made sure that the #1 and #4 pistons were at the top of their cylinders, before putting the camshaft sprocket on at it's top dead center position? It would seem as if, because of the fact that I did not completely taking the timing chain off of my crankshaft, that it should still be in the correct position once I made the full turn to get the silver link in my timing chain back to the top. Am I correct? Or did I do something incorrectly?
