Idler screw?
Does anyone know where the idler screw is? And which was to turn it to lower the idle? Also what is the proper idling rpm is for a 91 4runner manual 3VZE?

Screw- turn in (clockwise) to lower idle, turn out (counter-clockwise) to raise idle:
(Screw is just barely right of center of image)
850 rpm's for idle speed.

Im adjusting the idle because I just got done putting new plugs/wires and re-timing the distributor and the rpm is sitting at 1700. So your confusing me on the timing thing?

Timing is set at a particular idle speed. Changing the idle speed can change timing.
Both are rather intimately related- changing one affects the other.
So you have to set both: timing @ 10BTDC with idle @ 850.
Make sense?
