IAC valve check?

IAC valve check?
i got a 91 4runner with 3VZE...wondering, does anyone know how to test the idle air control valve? ive my truck is idleing funny, its idleing at 1300 RPM no matter what, ive been through it top to bottom and this is the last of what i can think it could be, anyone know how to test or any suggestions

Thats the first thing id ck, if my idle acts up. I sprayed "p.b. blaster" on mine about 1 yr. ago, let it sit & the problem hasnt been back. It says on can it may hurt some plastics , but it worked. a little Wd-40?
