how do you remove this part on 86 4runner Yes the part circled in yellow Thanks!

it is perma-clipped in there. Meaning, it is almost impossible to remove without breaking the part, or the clips that hold it on. you could use a pry-bar, but a trim panel clip remover would work much better.

And when it does come off with a pry you will absolutly need to go to the dealership for some new ones. Putting them on can also be a PITA.
