OK so lets start ive searched and searched i just bought an 88 22re 4runner and the TB would get stuck open like 1 or 2% I dont have a tach so i cant see what my rpm is but it sounds like 1500-2500 so i decided to remove and clean the intake manifold and Tb it was pretty bad removed TPS nd cleaned it a lil checked it with my multimeter and turned out good. so when i went to install the tps it wont close 100% IS IT NOT SEATED RIGHT? or is it supost to be like that?

Your TPS looks WAY off in the second picture. It looks angled up too much. Are you sure you have the fingers on the side of the throttle body lined up with the fingers on the TPS correctly?

If I remember correctly it is otherwise your idle set screw wouldn't do anything for you. Back off the throttle stop screw until it's free and then tighten it down until it touches the plate. Then give it another quarter turn and lock it down. That should have your throttle stop set correctly. That TPS still looks way off to me tho.

I have a problem similar to this currently. Would your RPM's change if you slapped the throttle? Because sometimes if I pop the throttle real quick the truck will idle down some, but my idle air control screw is cranked all the way in and I'm at about 900RPM at the absolute lowest.

Also, I've already cleaned the TB but I dont remember paying too close of attention to the flaps position. I suppose I should have in hindsight.

If your cold idle up gally is plugged or stuck open (Where the coolant flows through) can cause high idle.
Sometimes crud from the engine cooling system will get stuck inside and prevent opening or closing.

If the butterfly valve shaft bushing is to worn you have two options, 1. drill it and put a new one in or look for another TB, 22RE not all that uncommon.
