Help with 86 pickup please

I bought an 86 4x4 with 22re and manual tranny from a friend. It has sat without being moved or started for over 2 years I replaced all fuel lines, fuel filter, fuel tank, fuel pump, fuel pressure regulator, circuit opening relay, cleaned injectors, spark plugs, distributor cap, rotor, plugs wires, coil, airflow meter, and more. My symptoms are as follows: 1)cranks won't start
2)every few rotations it sounds like it hits once
3)no cel ever, not even when key is on position
4)Fuel pump runs continuously if key is on) I have spark but timing light flashes way too quickly on number 2 cylinder it's like it flashes everytime spark is sent from coil.
I've checked voltages accd to the repair manual at the ECU and all seem to be within spec. I've checked bulb on gauge cluster and changed with a known good bulb. I've cleaned all grounds and replaced with new have gauge stranded cable and have confirmed grounds are good. My airflow meter had the variable resistance strip worn thru, so i replaced the afm. No change.
the fuel tank was very rusty so I replaced all the lines tank filters etc and I was able to drive the truck a few miles although it ran rough and seemed very rich. Hasn't started again since. The ecu seems to have correct voltages from what I can tell accd to the fsm. And I see no evidence of any damage on the circuit board such as obvious burns or corrosion. My compression is good and consistent on all 4 cylinders.my plugs are dry after cranking so I'm assuming I'm getting no fuel. Thought Clogged injectors but all 4 are not working. my distributor is timed correctly at tdc on compression stroke for sure it's not 180 degrees off. The truck has 130k original Miles and is 100% rust free, a seriously well taken care of truck. Aside from the lift kit it is stock and original. I hope you guys can help me I'm leaning toward buying a new ecu but I've spent so much on parts already I'd like to rule

shoot a little starting fluid or carb cleaner into the plenum, thu a vacuum hole, if it runs for a second or two there might be a fuel supply issue.

the fuel pump should only be running when air is moving thru the afm, sounds like the cor test jumper is installed.

i've never tried triggering the timing light on #2 cylinder, not sure why that would matter?

I agree with osv to try priming the intake. That will tell you a lot to help make the next decision. The fuel pump is ran when the key is in the start position or the AFM detects airflow. You could have a wiring issue (I am thinking rodents), a faulty AFM, or a stuck fuel pump relay. Solving that problem might lead you to the answer. If you think cylinder 2 fires twice, first make sure the pickup for your timing light is away from the other spark plug wires so it is not picking up another cylinder. If that isn't the issue, check the distributor pickup for any bent parts or corrosion, along with the air gap. Maybe something is causing it to see signals at the wrong time. Also check the fuses and connectors for corrosion. That can be a problem after a vehicle sits.
