I have the same problem with my 87 4runner. i haven't had the time to go through everything. some things i have checked first to make sure the heater lever is hooked up. the easy way is in your engine compartment on the firewall where the heater core lines go in there is a valve. this brings hot antifreeze into the heater core. if the valve is plugged or not working this will be one problem. but if you have someone move the heater switch in the truck and it moves in the engine compartment. then my guess the heater core probably has a plug or something. there's my two cents..

Try feeling the heater hoses at fire wall ,the one going in to the heater core and the one coming should both be hot at operating temp. If they are it could be the fins of the heater core plugged with debris and it needs blown out . If one hose is a lot warmer than the other that could indicate a plugged core internally or the valve not working right as Motox said.

Flush your coolant system with the heater loop open. It's gunked up probably.
