Heater fan

Did a search alread and came up with pretty much nothing. The fan was started to work on only a slow speed (so I believe the resistor is probably ok) and now the a/c switch doesnt come on, neither does the fan. I have power at the one fuse on the right side labeled rr fan (and the rear fan works). No power at the a/c fuse (with fuse pulled and checking power wire). Am I missing a main hvac fuse?

Got heater motor to work. found a relay that was badly corroded from a leaking windshield. The relay I changed was the on closest to the passenger seat. I just swapped it with the one next to it. Any idea what the other one is for?
