Failed state inspection on brakes

Failed state inspection on brakes
Went to pick up my 94 3.0 Runner from the state inspection station and found that it had failed owing to the front right and rear right brakes. No details were given so I drove it home and took off all wheels to expose the pads. Back shoes are new and front pads still have 1/4 inch. Bled the front brakes and started on the back. Took me a minute to figure out I had to have the rear ABS actuator charged up to allow fluid to pass back to the cylinders. After bleeing the brake lines (no air coming out, only fluid), I have have worse stopping power than before. Any tricks or suggestion on what to do next? There are no leaks at any of the calipers.

motor off pump the brakes a few times then with all your might jump on that pedal if she goes down with your body weight then you know theres something bad there
