Electrical problem

So i have a 1998 Honda odyssey The radio and cigarette lighter have stopped working. I Came across 1 blowen fuse i replaced it and it worked for 15 Secounds and then stops charging my phone i checked the fuse and its not blowen it has weird bursts of power every now and then. Any ideas how i can fix it?

buy a multimeter, service manual, learn how those work and get your hands and eyes up in there..

Likely a short from crappy installation.

PS. Just because a fuse looks good doesn't mean it is, you need to check voltage drop while loaded (passing current). For bonus points the lower the resistance the closer to the short to ground you are. Also all cigarette chargers aren't equal, some you have to fiddle with to get good connections, the fact the radio doesn't work is a big clue its not a simple 'wiggle the charger till it gets a good connection " scenario..
