Yes, that is all the sender does, tell the ECU that hot exhaust gas is flowing through the EGR when it is supposed to be open. I would check all the vacuum lines for the specified vacuum at the specified RPM per the steps in the FSM. On those later model trucks, the EGR is controlled by vacuum switching valves (VSVs) and you need to make sure those VSVs are actualy working (electrically) and that they are not clogged internally with soot.

according to http://www.ncttora.com/fsm/1993/engine/26diagnosi.pdf, the EGR is "*5: Codes 27 and 71 are used only for California specifications."
I live in Florida, so should I just clear it out and not worry about it? Maybe just hope that Al Gore doesn't find my 4Runner...
