That sir would be your dashpot...it controls your idle from what I hear. It keeps it from hanging up on rpms like if you're idling at 1200 rpm...and it should be idling at 750rpm, then that little gadget should let the throttle go down instead of stopping. It works in conjunction with the idle stop screw from what I have read.

Yep, the dash-pot is found only on manual tranny vehicles....it keeps the throttle from slamming shut when you let off the gas during gear changes....a shock absorber so to speak. It's an emissions thing....makes sure that last little bit of fuel gets burned up before the throttle closes.

There's a nitrogen-based emission (NO3 maybe?) that is prevalent when the throttle is suddenly taken from an engine. It also makes the shifts smoother most likely.

no, as far as i know it controls idle and stops your truck from burping so to speak when you let off the gas at highway speeds

its less of an issue when you're driving at highway speeds, but its for when you jump off the gas from a high throttle, to no throttle quickly to prevent backfires. If you ever listen to manual transmission cars racing you'll hear why they put em in, especally when they downshift coming into sharp corners.
