Measure the wheel and hub against the other one that dose not stick.

Aluminum wheel?
Clean/buff/emery cloth both the hub and the wheel and apply a little anti-seize.

Is it aluminum? I won't run aluminum because they are such a pain to get off these Toyotas. . . course they mag chloride the roads here and that causes the aluminum to corrode and stick to the steel hub.

The first time I pulled the wheels off my '94 I thought I'd never get them off. I think I wound up using a sledge hammer and a long 2x4 from the other side of the vehicle to pound them loose. Fortunately it was in my garage instead of alongside the road somewhere. I did as suggested above, used some emery cloth to clean and lightly sand both the hub and wheel surfaces before I put them back on, and haven't had any trouble since. You just don't want to get carried away, because the hub provides centering alignment for the wheel.
