CVs spinning.. Dumb Question?

Hey there everyone!
Here's the sich' :
1995 4Runner 3.0 V6 5 speed 4WD
When I bought it it had Aisin locking front hubs.
Recently did bearings, rotors, brakes, and balljoints both sides on the front. Apon reinstalling the hubs (yes the turn to free and lock just fine) and having the vehicle jacked in the front, still in 2WD mode : I spin one front tire and notice the cv is also spinnin, this happens both in lock and free. Is this normal? If it's in free shouldnt the wheels spin indepently of the CVs to avoid wear? Dumb Question I'm sure. But help would be appreciated!

Thanks in advance!

Must not be unlocking.

Does the wheel turn if you turn the half-shaft??

Yes, half shaft/driveshaft/cv shaft/axle shaft. There may be enough reistance inside the hub that turning the wheel also causes the driveshaft to spin. Can u hold the shaft stationary while the wheel is spinning?

The better question is will your axle turn with the wheel on the ground??

^^ good idea.

also possible that the internal hub is not an IFS hub, but is instead an SA hub. if so, it won't disengage from the axle splines, even when in 2wd position.
