crank but no spark

I have read a lot of Forums and FSM about my issue. I have a 91 3.0 3vze truck had blown head gasket. I replaced engine with a rebuilt long block. I have checked distributor (Good,) I have CEI with codes 12, 31, 14. I have !2v at Igniter and coil. I have replaced COIL with new. No change. I can remove distributor and spin the shaft with my hand I have good spark, once installed back in the engine I have no spark when spinning the engine over with starter. I have checked ignition. I have no idea where to go from here. It don't seem like ECU because I have CEI and voltage at the igniter. But I'm no expert either. Any help would be greatly appreciated. I don't want to just throw money at this to figure out what is going on. HELP PLEASE!!

With the distributor installed, does the rotor spin when you crank the engine?

I remover the distributor from block, and spin the shaft with hand! With distributor plug the harness it will fire and injectors will open and close. Hope that makes sense.

thx, that's an interesting approach.

in that link i posted, it was an airflow meter problem.
