Cool Clicking sound when wipers are on?

When Im using the windshield wipers only during intermitten I can hear a clicking sound coming from the steering column. Well I tore it all apart and located to what I think it could be. There is a green plastic piece (located with other mechanical stuff right behind the steering wheel) with solder* dots on it. When I touch the area with my finger I can feel it clicking but I have no idea why it would be doing this. Anyone have ideas?

might be the relay ?

Is it a wiper relay, where is it located? My manual doesnt go in too much detail here

Mine does this to when on intermitant setting I think it is the timer/relay it really is nothing to worry about IMHO. My friend used to have one and his did that from brand new off the lot. It is normal.

I had my dad check it out when I had it apart and he also said it was the timer, I have no radio so when Im driving down the road, it's rather annoying. I was wondering if others did the same thing, guess they do.

my truck does it. Being used to GM that noise is irritating. I woul dlike to move the relay to the rear bumper.

mine is so quiet I can't really notice it. The rain makes a lot more noise.
