Search "code 71" and you'll find my adventure and some others. If you don't find what you need let me know.
Wow, your dealer only charges $58? I think my local dealer charges a flat $100 for diagnostics. For $58 you can get a few new EGR parts from trdparts4u.com!!! I'll help as much as I can.
Check out the online 93 FSM under emission system and you'll find the EGR system and diagnostic procedure.
Based on my experience, I'd check the modulator and then any vacum tubes/hoses. Check for corrosion in the metal tubes. That corrosion will plug you EGR VSV in a heartbeat not to mention just plain block the vacum line.

Bought a '94 with that code, since I needed to register in CA where you can't pass with any code, I took it to a dealer. They charged me $100 bucks for diagnostics, and nothing additional. Problem was two reversed vacuum lines to the EGR. Could have spent a lot of time finding that. (but I'd have done it the hard way had I had the time)
Lots of good help on this forum...
