Changed the CSI switch,no improvement?

Changed the CSI switch,no improvement?
On my 86 Toyota 4x4 22RE EFI,my friend changed the cold start time switch to the upgraded OEM part 89462-20050 which was bought off e-bay.Same result,have to crank 3 times or more before it starts.Any ideas??
